A new bill filed by State Rep. Wyatt Gable in the North Carolina House seeks to revise the early voting schedule to modify when and how voters can cast ballots in person, according to the North Carolina State House.
The bill, filed as HB 66 on Feb. 5 during the 2025 regular session, was formally listed with the short title: ‘Reduce Early Voting Period.’

In essence, this bill amends North Carolina’s early voting period by reducing the time frame during which voters can cast their ballots in person. Specifically, the early voting period will begin on the second Monday before an election instead of the previous start date, the third Thursday before an election. Voters will be able to vote early at the office of the county board of elections during this revised period. The bill also mandates that early voting must be available from 8 a.m. to 3 p.m. on the last Saturday before the election. The legislation becomes effective immediately upon becoming law and applies to elections held on or after that date.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
